“Debating current legal issues” seminar will address the legal topics of critical relevance to those interested in parliamentary law participating in the “Spring School” on March 27 - 28 at Sant’Anna School and Scuola Normale Superiore in Pisa. Launched in 2013, the seminar on parliamentary practice provides a forum for the discussion of current legal issues featuring legal scholars, Chamber of Deputies and Senate representatives, Italian members of Parliament, members in the European Parliament, and Tuscany Region Authority representatives. Luciano Violante, former president of the Chamber of Deputies and president of Italiadecide foundation, will give the keynote speech at the opening session. The “Debating current legal issues” seminar is organized by Sant’Anna School and Scuola Normale Superiore under the auspices of the Chamber of Deputies, the Senate of the Republic, the European Parliament, and the Conference of the Presidents of the Legislative Assemblies of the Regions.

Luciano Violante, former president of the Chamber of Deputies and president of Italiadecide foundation will give his speech on “Dialettica parlamentare migliora la legge?” (27 March, 10.00 AM, room 3, Sant'Anna School). This seminar will provide an update concerning the development of the law, with particular emphasis being placed upon the abolition of the “labor voucher scheme”. It will also reflect on the relevance of these updates on the present and future development of the so-called “fourth industrial revolution”. Participants include; Senator Maurizio Sacconi, president of Commission for Labor and Employment, and Carlo Dell'Aringa, Chamber of Deputies - Commission for Labor and Employment (27 March, 3.00 PM, aula magna, Sant'Anna School).

At the closing session of the “Spring School” (28 March, 3.00 PM, sala stemmi, Scuola Normale Superiore), Andrea Mariuzzo, research historian at Scuola Normale Superiore, will offer a critical analysis and discussion of the legislative process of “ancient” laws such as the divorce law and the nationalization of the energy resources.

"History shows that parliamentary democracy - said the coordinator of the seminar Emanuele Rossi, professor of constitutional law and deputy rector of Sant'Anna School - and the combination of rhetoric and dialectic (at least the one used in the legislative Assembly) resembles more a 'TV show' than a public debate. Sometimes, the parliamentary debate has led to a worsening in the quality of legislative standards and interest groups can attempt to influence public policy by communication with policymakers. Still, the parliamentary dialectics was considered as an unnecessary lengthening of the decision-making process, to be limited as much as possible. Therefore, a broader debate about the correct role of pressure groups in democracies is necessary".
